Third-party trust requires some sort of governing body, a ‘root authority’ as it is called in SSL lingo. In SSL a root authority is something that can ‘sit above’ all the other members of the trust hierarchy. In SSLX the governing body is someone that can independently safeguard compliance of the real-time Circle of Trust. The difference between these two is substantial and part of why SSLX has more to offer.

Oversight entails establishing the policies and procedures under which a DS will maintain, secure, update and control the public information it gathers during VSUs (and other authorized trust services). This is an important aspect of trust: having an independent body that looks out for the interests of all parties. Being an independent trusted party most certainly has at minimum, the characteristic of not participating in the revenue or any other aspect of the SSLX operational system.

The SSLX Circle of Trust requires a governing body whose main mission is to ensure compliance of the Directory Services and their interactions with Web sites and browsers; maintaining not only the spirit of the SSLX trust model, but the operational aspects as well. This entity, whether a single International governing body or an association of worldwide regional entities, is called the SSLX Public Administrator.
